A GitHub shared-path failure, congestion between Cloudflare's Singapore and Tokyo locations, and several Claude model errors show why incidents should be separated by component, region, and time. The Delhi shutdown case ended only in a procedural withdrawal, and Ofcom had not imposed a VPN restriction.

Wyden proposed a two-year retirement of legacy federal remote access
In a July 27 letter and CRS memorandum to OMB, CISA, NIST, and other bodies, Senator Ron Wyden asked CISA to issue a Binding Operational Directive giving civilian agencies two years to retire legacy public-facing remote-access systems and move toward zero-trust architecture. The letter also asked NIST for implementation standards and OMB for funding and procurement changes. CyberScoop linked the primary document.
The evidence boundary matters: this was one senator's federal-agency security proposal, not a directive already issued by CISA and not a US plan to prohibit personal VPN use. It concerns enterprise and government edge appliances, public listener ports, patching, and access controls. Adoption, deadlines, and procurement standards were undecided.
sing-box beta.2 added JSON Schema
sing-box v1.14.0-beta.2, released July 25, provides JSON Schema. A configuration can use a top-level $schema pointing to the documented schema, or sing-box schema can generate one matching the current binary and build tags. JSON editing and completion also changed in graphical clients for macOS, Android, Windows, and Linux.
Schema can catch misspelled fields and structural errors while editing. It cannot prove that routing logic, DNS results, or node quality are correct. The version remained pre-release and was not tested cross-platform by this site. Back up and validate complex rules and custom build-tag configurations in a copy.

Infrastructure incidents
GitHub path loss degraded six service groups
GitHub's incident report says that from 16:04 to 17:36 UTC on July 24—00:04 to 01:36 Shanghai time on July 25—one of three physical datacenter availability zones lost network-path connectivity. Remaining paths saturated and dropped packets.
GitHub quantified:
- about 10% of Actions jobs failed and 5% were delayed;
- about 27% of Issues interactions slowed or timed out;
- about 4% of Copilot requests and 4% of
git pushrequests were affected; - authentication error rate remained below 1%;
- about 25% of available network-interconnect capacity was affected.
These are GitHub-wide incident metrics, not every user's failure rate. The location of the affected datacenter was not published. The report supports a shared-infrastructure explanation for simultaneous API, Issues, Pull Requests, Actions, Pages, and Copilot errors.
Cloudflare reported Singapore–Tokyo congestion
Cloudflare's July 29 status incident reported possible congestion between Singapore and Tokyo at 08:29 UTC, confirmed the issue at 10:29, entered monitoring at 11:44, and marked recovery at 11:45. That corresponds to 16:29–19:45 Shanghai time.
Cloudflare did not publish the root cause, carrier, packet-loss rate, affected products, or user count. The bounded conclusion is a regional path event during that window—not that every Singapore or Japan node, every Cloudflare product, or one retail provider failed.

AI services by model and entry point
Anthropic recorded two adjacent but separate events on July 30:
- multi-model elevated errors, 13:57–18:48 Shanghai time;
- Opus 4.8 degraded performance, 21:43–22:24.
Updates in the first event showed different models improving and worsening at different times. Anthropic did not say whether the two events shared a cause.
The same day, a GitHub Copilot incident for Claude Fable 5 attributed degradation to an upstream model provider. The cross-record supports the conclusion that direct and third-party entry points can fail together because of an upstream model event. It does not show that every Claude model, region, or plan was unavailable or that an account or proxy caused the error.
During diagnosis, record the model, product entry point, exact error time, and official status window.
Shutdown and regulatory boundaries
Withdrawal was not a ruling on legality
The prior issue covered mobile-Internet suspensions near Jantar Mantar. The new fact is that LiveLaw and Amar Ujala reported on July 27 that the Delhi High Court allowed Software Freedom Law Center, India to withdraw its public-interest challenge to several shutdown orders.
The reports establish a procedural withdrawal. The primary court order, government filings, reason for withdrawal, and future publication of shutdown orders were not available in the evidence set. It would be inaccurate to say the court held the shutdown lawful or unlawful.
Ofcom's layered age assurance did not impose VPN limits
Ofcom's updated Use of Age Assurance Report 2026 said no single age-assurance method eliminates circumvention and discussed layered safeguards at app-store, operating-system, and device levels. Ofcom said a statutory report on app-store protections would be published by January 2027.
This is an implementation assessment and future direction. It is not a current requirement to remove VPN applications, age-verify VPN users, or restrict ordinary VPN use. Legislation, technical standards, privacy rules, appeal mechanisms, and store enforcement remained undecided.

Practical actions
- Identify the failure layer. Local client, exit IP, regional path, platform component, and upstream model are separate.
- Validate pre-releases before upgrading. Schema does not replace routing, DNS, TUN, and subscription regression tests.
- Keep reproducible incident data. Record Shanghai time, entry point or model, destination, node region, and error text.
- Separate enterprise access from consumer VPN policy. A federal edge-appliance proposal is not a personal-use rule.
- Keep legal reporting within its evidence. Withdrawal is not a merits judgment, and an assessment is not an app-removal requirement.

- sing-box 1.14 migration notes, stable plans, and reproducible compatibility issues;
